Detective drama set in New York has two NYPD detectives, the veteran Mike Mooney, and his partner Vincent Trout, whom are forced by the FBI to work with them by teaming them up with agents Jimmy Flynn and Will Preecher to bring down crime and corruption in the city involving Russian mobsters, murderous drug dealers, and former police informant/contract killer Terry Maddock whom plays all parties against one another.

While investigating the murder of a young stripper in a fancy Park Avenue apartment penthouse, two NYPD detectives, the brooding and cynical Mike Mooney, and his ambitious young partner Vincent Trout, are approached by FBI Agent Jimmy Flynn who brings them in on a "special team" of an FBI undercover operation targeting a strip club owned by the Russian mob. Flynn and his supervisor of the operation, Agent Will Preechter, "deputize" Mooney and Trout to let them in on their special project in order to keep their superior, Lt. Swenson, and the rest of the NYPD out. While Trout is eager and hopeful to work alongside the "feds", Mooney is not. Meanwhile, Sarah Day is a young recently arrived FBI tech agent brought to the team who is tentatively scheduled to replace veteran Agent Teddy Olsen who is unhappy with the methods used by the other agents, and whom suspects some of them to be compromised. Elsewhere, Terry Maddock is an old friend of Agent Flynn and owner of a Hell's Kitchen bar that is being wired for surveillance purposes by the FBI and who is Flynn's personal CI (Criminal Informant). Maddock discovers that the murdered woman had a romantic connection with Chris Scott, a young neighborhood tough whom Maddock is trying to reform. Maddock informs Flynn about Scott's connection to the murdered stripper, whom worked at the Paradise club owned by Russian mobsters Mitya and Vlad whom may know more then they let on of the murder. Mooney and Trout suspect that the owner of the penthouse, Howard Klein, whom also had a connection to the murdered stripper, is hiding something.
