Episode 1

Cassandra has been elected in the final spot to town council. She knows that she will be butting heads with the Mayor, a political animal who will play the game of pitting people against each other to get what she wants. Karl and Cassandra will find that they are pawns in her game. Meanwhile, Denise Wheeler has just killed her husband Garrett Wheeler in a case of self defense. In Garrett's sometimes mysterious behavior, Denise's dominant sister, Marita Solway, who didn't like him, is able to convince Denise to dispose of the body in a way that makes it look like he was involved in criminal activity and was killed by criminal associates. As Karl and his team investigate other aspects concerning Garrett, Denise and Marita will discover that there were at the time of his "death" unknown things in his life that may be worth exploiting.

The Connollys and Taits are a modern day equivalent to the Hatfields and McCoys, the Connolly/Tait feud having thus far lasted three generations. The strongest animosity seems to exist between current matriarch Jocelyn Tait and current patriarch Griff Connolly, the former accusing the latter of having killed her husband. As such, the imminent marriage of Griff's lawyer daughter Sylvia Connolly and Jocelyn's electrician son Jon Tait doesn't sit well with many family members on both sides. So when a few key family members end up AWOL for the pre-wedding reception dinner and one of those is eventually found murdered, the suspicion as to the murderer immediately goes to the missing person from the other family. Karl and his team have to calm the waters as they investigate to discover the truth. Meanwhile, Laila makes a potential romantic connection in town. Sid continues to have problems at home affecting his sleep. Karl's older daughter Steph makes her first ever visit to Gibsons and thus Steph and Cassandra will meet for the first time. And Cassandra attends a freshman councilors' public meeting where she is ambushed by a political rival.

Maria Bannister is found murdered in the house she was renting by her landlord. The suspicion as to the murderer directly goes to her ex-husband Richard Bannister in the reason for their estrangement. Having left town on her own volition five years ago, Maria returned to reconcile specifically with their now teenage daughter, Belinda Bannister, who wants nothing to do with her mother. As such, Richard did whatever he could to keep Maria away in Belinda stating that Maria was stalking her. But other reasons why Maria left in the first place, and why she returned may play into what happened. In following the leads, Karl and his team bring into custody Todd Loomis, which doesn't sit well with Cassandra in she having protected him against taunts by local youths. In Todd pulling a knife to protect himself against those taunts, Cassandra states Todd's only "crime" is that he is homeless, he, well read, who often takes refuge in the library. Meanwhile, Holly and Devon are working on a school project, theirs specifically which entails a local memorial marker in the woods. They take it upon themselves to discover the identity of who is known as the "creeper", the unknown and never seen person that cleans up around the marker.

In responding to noise complaints issued by busybody neighbor Debbie Blackwell who seemingly has nothing better to do than spy and complain, Phyllis learns that Parker Lamont, the signatory of the long term lease on Phyllis' revenue property in Porpoise Bay, has actually rented it on behalf of her client, pop star Gracie Westing. Beyond Parker the manager, the others in Gracie's entourage are bodyguard Daniel Moon, and Jeremy Sanderson the publicist. Gracie used to be one half of Gracie and Jade, as in Jade Solanas, their professional and personal split which was high profile and filled with animosity. Gracie is working on new solo material to revive her career. Jade's career too has seemingly faded into oblivion since the split. The reason for relocating to the Sunshine Coast from Seattle was partly due to Gracie having a stalker, obsessed fan Brendan Jeffries, whose family wealth afforded him the time to do nothing but follow Gracie. In responding to Debbie's latest complaint, Phyllis arrives at the house to discover one in the foursome of Gracie and her entourage is dead, in what is not yet determined to be an accident or murder. Karl and his team have to discover if it was murder, and if Brendan and or Jade are somehow involved. Meanwhile, working on this case affects what has become Sid's strained relationship with teenage daughter Liza. And the case itself places a microscope on Phyllis' life, including her BFF relationship with Cassandra.

Mid-teen Elliot Gifford, a loner, has been in foster care for six years ever since his parents passed away. Walking home on a rural road and almost run over by a passing pickup, he comes across a man shot hidden in the bushes off the road, he still alive who mutters "Chad Monsoon". Elliot's problems at high school affects what he decides to do. The shot man, unconscious and eventually clinging to life in the hospital is Jack Coutts, the owner of his own landscaping company. In speaking to Jack's emergency contact Ryan Coogan who he met in a bereavement support group, Alberg will learn that Jack has the somewhat singular focus on his daughter Anya's death five years ago in being hit by a jet ski, the perpetrator never caught. Alberg and his team will have to tie the pickup and Chad Monsoon (no such known person in the area) to the jet ski accident to find who shot Jack. Meanwhile, the Mayor asks Cassandra to attend a community safety meeting on her behalf. While Cassandra does have an interest in the issue of improving safety in what are known as hot spots, she comes away from the meeting with a focus on something completely different. Laila has an even more uncomfortable encounter with Vanessa than the time the two of them were caught frolicking out on the town by the Chief. And Alberg, with his arm in a sling due to an injury sustained from another case, is feeling the pressure at work with short staffing issues, he retreating to his safe place as a result.

Episode 6

Mackenzie Rankin emerges from the woods having been attacked by a bear. Having traveled to the area from Chicago with three others as a memorial to Mackenzie's sister Megan who died by suicide one year ago, Mackenzie states that those other three are still in the woods, with Mackenzie further stating she having seen the bear attack one of the others, Larissa Stewardson, who she fears is dead from what she saw of the attack. Larissa's bear mauled dead body is eventually found, however Clyburn's initial assessment is that she was killed by blunt force trauma to the head before the bear got to her. As Sokolowski and park ranger Dan Wilson try to find the other two missing women, Val Fuentes and Aisha Cox, Karl and the rest of the team have to examine the relationship between the four woman to see if there was a motive for one of them to kill Larissa or if there was a fifth party, such as the man seen in the woods at the time, that would have killed her for a yet undiscovered reason. Meanwhile, Mayor Holman seemingly extends an olive branch to Cassandra, while the Mayor continues to deal with the ongoing issue with her "bully" son Brett following the gun threat to his life. And Holly believes she and Devon have discovered more evidence of retaliation killings in Gibsons over the years.

Cassandra and Christie have finally come to an agreement on a budget they can both support, which in turn is good news for Karl in it including the much needed police funding. Cassandra and Karl never saw the issue of Cassandra holding out until now as being personal despite the negative effect on Karl. Cassandra also sees a different side of Christie when Todd starts working at the library on a casual basis. What Cassandra doesn't see about Christie is her increasingly difficult home life. Within this situation, Karl could really have used the money now as a brazen daylight abduction takes place at a local strip mall, those kidnapped being adolescent Benji Norwood and his regular teenage babysitter Paulina Rauch, the two on their after school routine of grabbing a bite at the pizza parlor. While Benji seems like the target in the Norwoods having money - Mitchell Nowood a prominent business owner - it is not a certainty as Paulina also comes from a well off family, thus Karl and his team needing to spread their resources in two different directions to find a hopefully still alive Benji and Paulina.

Episode 8

Karl receives a visit from Assistant DA Lanni Soo who has come to discuss serial killer Tommy Cummins. Cummins has made a plea deal to reveal the locations of all his remaining victims to avoid extradition to Louisiana, a death penalty state, but he will only provide the information to the arresting officer, namely Karl. Karl agrees to take the time out of his already packed schedule to go to the Seattle prison to speak to Cummins despite being severely short staffed and despite knowing better than Soo that Cummins has a grander plan in the plea deal. Indeed, Cummins is able to convince Soo that instead of describing and mapping the locations, he can only provide the information in taking them to the physical sites themselves. Karl can only observe Cummins in the process hopefully to discover what that grand plan is before it's executed. One person who Karl refuses to call into work is Sokolowski, who has been working double shifts on top of double shifts. What no one is aware of is that he is actually missing, with his family believing he at work whereas those at the police station assume he's at home. His absence leaves much of the work at the department to Laila, who is facing her own demons in using deadly force on the last case. Meanwhile, Cassandra and Christie are still on strained terms over the budget, Christie using her relationship with Cassandra's mother as another attack point, all in Christie's need to pass "her" budget to get herself out of a personal predicament.

Episode 9

Cassandra feels she has no other option but to confront Christie with the anonymously received information regarding her and Natalie's wrongdoing in using public funds to finance infrastructure for a project by their company, Cassandra further stating that she also has no other option but to release the information publicly. Christie neither admits or denies the information alleged in the documents, but has her own veiled threat that her lawyers will deal with the matter on her behalf. Christie, however, is able to negotiate with Cassandra about the timing of the release to do so after a party she had already arranged for that evening at which council, including Cassandra, has been invited, and which there is scuttlebutt that Christie will be making an announcement about moving to federal politics. What Christie ends up doing at the party affects what Cassandra decides to do with the information. But that announcement is overshadowed after the fact by Christie being attacked later that evening out in her garden by an unknown assailant. In investigating, Karl realizes that Christie, as mayor, has many enemies who would have motive, he needing to place Cassandra on the suspect list, especially upon accusations by specifically Natalie that Cassandra is Christie's biggest enemy. Cassandra also has other problems in her Sacramento past coming back to haunt her, that history which she had thought she had placed behind her and about which she does not want Karl to know. Meanwhile, Karl has to figure out the right timing for his own big declaration. And Laila has been cleared to return to active duty. Her subsequent behavior belies her vow that she is doing all right in the aftermath of having shot someone dead in the line of duty.

Episode 10

As Holly, with Cassandra's help, prepares for her photo exhibition on memorials on the Sunshine Coast, the police department is on their next call, wealthy scrap metal dealer Doug Bodanski found dead in his house in what on first glance looks like an accidental fall down the stairs. On closer examination, Karl and Dr. Clyburn determine that he was the victim of a trip wire on the stairs, and when the fall didn't kill him, whoever set up the wire suffocated him with a pillow. As Karl and the team question those closest to him both geographically and emotionally, the latter including those involved with a horse sanctuary, it is Laila, who is hiding her own emotional problems following the shooting, that comes across a key piece of evidence, a bouquet outside the house which includes enchantress nightshade like those in Holly's memorials which seems to indicate that they are dealing with another serial killer.
