Rosalind Ballentine, a juvenile court judge, laments the drug use by youth which has led to a pandemic of other youth crimes. She does not blame the youth themselves, but rather those pushing the drugs. As such, she is working with the police's Narcotics Department, Sergeant Dave Kerrigan the lead investigator in finding out who is pushing the drugs onto these unsuspecting youths. Kerrigan has some connections which he may be able to use to his advantage. His girlfriend, Jerri Winter, is the older sister of Bob Winter, who was classmates with Frankie Clinton, recently released from juvenile detention for his drug-induced crimes, Bob who may be able to provide some insight into Frankie's drug connections that Frankie either cannot or will not divulge in fear for his own safety in possible retribution. By coincidence, Bob is currently dating Margie Ballentine, the judge's daughter. What they don't know is that some of the names Frankie provides are assumed names, the leaders of the drug ring being Umberto Scalli, who has been using his "nephew" Hal Holmes as that connection into the youth market, the latter who Bob indeed does know. Scalli also operates a weight loss clinic for women, he pushing drugs, uppers, as part of the weight loss regimen. Knowing who the judge is in having been in her midst before, Scalli stumbles onto a way he believes will get the judge off his back if she and Kerrigan get too close.
